Calculate an LQI target from the marginal optimization condition.
This derives a target reliability by minimizing the non-dimensional expression
K1 * p + P_f(p)for the same lognormal resistance-demand model used in the Rackwitz examples. The table returned bylqi_target_reliability()remains the rounded source-table lookup.- Return type:
